EXTERNAL PROGRAM EVALUATION

Public Health Solutions’ (PHS) evaluation services are focused on producing systematic quantitative and qualitative data which facilitates a better understanding of program dynamics, highlights areas for program improvement, and assesses program outcomes. We believe in engaging the evaluation stakeholders at the outset in determining what each most needs to know from the evaluation and providing ongoing, practical feedback on what is and is not working to increase the impact of our clients’ work.

Specific services include:

  • Creating a comprehensive evaluation from design to implementation, analysis, and reporting
  • Defining measurable objectives and indicators and evaluation design for grant proposals
  • Designing evaluation tools, including surveys and observation protocols
  • Developing logic models and theories of change, to link program strategies and outcomes

We have successfully used a variety of evaluation methodologies from quasi-experimental, pre- and post-test design, through randomized controlled trials. We also have extensive experience in secondary data analysis of large data sets including New York City birth and death data and New York State WIC data.

EVALUATION PROJECTS

ActionHealthNYC (3/2016-12/2017), American Institutes for Research subcontract to PHS).The American Institutes for Research, the Mayor’s Fund to Advance New York City, the Robin Hood Foundation, the Rockefeller Foundation, the Mayor’s Office of Immigrant Affairs, the NYC DOHMH, and PHS partnered to implement and evaluate a demonstration project providing healthcare coordination for the uninsured in New York City. For this randomized trial PHS was responsible for programming and conducting one year follow-up surveys as well as training and monitoring all staff who conduct baseline surveys and administer informed consent. 2,415 participants enrolled in the study across seven study sites in Queens and the Lower East Side. The one year follow-up telephone surveys are currently underway, and 1,002 have been completed as of 5/31/17.
